Instead of just "purchasing" animals from a breeder or pet store, we need stricter process to adopt animals. Currently, most animal adoption centers require a questionnaire to ask who is responsible for taking care of the animal. To reduce animal abuse or abandonment, people who wants to adopt animals should take mandatory lessons and receive a certificate before they adopt animals. Also for few weeks/months after adoption, they should check in with animal adoption center or animal hospital for animal's health.
